Paedophile dying of cancer was kept chained up in hospital days before it’s death.

Serial sex offender Robert English was in agony and too frail to get out of bed or use the toilet on his own, according to the findings.

English, 54, was attached to an escorting chain while he was too frail to get out of bed or use the toilet on his own, the report states.

He was attached to it until he died three days later.

Due to his risk to the public, the watchdog ruled restraints were “reasonable” as he passed through A&E.

English died mere weeks into a 14-month prison sentence for touching himself while chatting to a schoolgirl and indecently assaulting a 14-year-old.

He was an inmate HMP Northumberland which has since been criticised by the Prisons and Probation Ombudsman (PPO) for keeping him “inappropriately” chained up.

The days leading up to English’s death have been documented in the PPO’s fatal incident report.

Due to his risk to the public, the watchdog ruled restraints were “reasonable” as he passed through A&E.
